Brief History of Military Service Pay
Military Service Pay छटे पे कमीशन से शुरू किया गया था। उस समय यह जवानों के लिए 2000 तथा ऑफिसर्स के लिए 6000 था। मिलिट्री सर्विस पे का उदेश्य भारतीय सेना को सिविलियन गवर्मेंट एम्प्लोयी के मुकाबले एक विशेष भत्ता देना था क्योंकि सेना की नॉकरी सिविलियन के मुकाबले काफी कठिन होती है।
परंतु सेना में भी MSP रैंक के हिसाब से दिया गया जिसके कारण सैनिको तथा जेसीओ में काफी असंतोष था। मिलिट्री सर्विस पे सेना की कार्यशैली को देख कर दिया गया था और सेना में सैनिक तथा जेसीओ, अफसर के बजाय ज्यादा परेशानिया उठाते है इसलिए Military Service Pay सभी रैंकों को समान मिलना चाहिए था।

Military Service Pay in 7th pay commission
7th पे कमिसन में भी इसमें भेदभाव किया गया और अफसर को 15600, मिलिट्री नर्सिंग सेवा में कार्यरत नर्सो को 10400 तथा जवानों को 5200 दिया गया। 2017 में कई स्टेट्स जैसे उत्तर प्रदेश, ओरिसा, हरियाणा, महाराष्ट्र हाई कोर्ट में PIL दर्ज की गई तथा माननीय हाई कोर्ट ने जवानों को ऑफिसर्स के बराबर मिलिट्री सर्विस पे देने का आदेश जारी किया है।
सेना के जनरल बिपिन रावत ने एमएसपी (Military service pay) दोगुना करने पर अपनी सहमति दी है। वित्त मंत्रालय द्वारा औपचारिकताओं को पूरा करने के बाद, Military service pay को जवानों ओर जेसीओ के लिए 10400 किया जा सकता है। हम सभी जानते हैं कि 7 वें वेतन आयोग के कार्यान्वयन के अनुसार Military Service Pay जवान और जेसीओ को प्रति माह रु 5200 / मिलता है।
military service pay जवान जेसीओ के लिए अफसर ओर नर्सो के मुकाबले काफी कम है।इसके चलते भारतीय सरकार ने जवानों तथा जेसीओ का मिलििट्री सर्विस पे 10500 रुपए प्रति महििने देेने पर विचार कर रही है। डिफेंस ओर फाइनेंस मिनिस्ट्री से पास होने के बाद कैबिनेट समिति इस पर अपनी मुहर लगाएगी ओर जनवरी 2018 से इससे लागू करने की पूरी उम्मीद की जा सकती है।
कुछ अखबारों ने भी इस न्यूज़ पर अपनी रिपोर्ट पेश की है।

Even the MNS is not active combatant because they become posted to only in peace military hospital, and not even in field military hospitals. They should only be paid msp as to non combatant military prs. I would like to tell the government of India that they actually know the meaning of Military Service Pay or not., i think they don’t know thats why they are giving different MSP to jawaan and officers. Agar esa he raha to vah din dur nahi jab jawalamukhi fatega. Esliye samay rahte he Jawan and JCO ki bat bhaap jao. Jisko milna chahiye usko sabse kam. MNS and officers kitne dusman marte hai sabko pata hai. Post per duty Jawan JCO karta hai na ki officer. Qrt mai JCO and jawan gast lagate hai na ki offr. Phir MSP mai pharak kyo. Sunkar dukh hota hai. Jo recommendations hoti hai usme JCO and jawan ki bat ko dabaya jayta hai. Kyoki govt ne kawal signings authority offrs ko de rahi hai. Eshliye jawan ko nokaro ki tarah upne ghar mai use kiya jayta hai. eisa ek ya do he offr honga jo jawano ka estemal nahi karta. Eska karan majburi hai kyoki sari power unhi ko de rakhi. Esliye kuch asa karo. Jisse es tarah ka naho. Promotion ACR hatao. Jawano ka payment badao. Unhe offr ki tarh facilities do. Jisse wah bhi achhi jindgi ji sake. Bahut kuch easa chal hai. Jo ground mai kuch or hai or dikhawa kuch or hai. Ek offr ki payment Lt is 100000 and above or Sepoy 25000 and Sub Maj is 65 to 70000. Jiski liabilities per month EXPDR approx 100000 due elder children. Education children. Home expdr. Mother and father responsibility etc. Mai aaj tak sMajh nahi paya hu. Yeh commission kya soch kar banate hai. Yeh three time fark kyo kar rakha hai. Aaj tak samajh nahi aata. Pahle thik tha jab jab fauji pade likhe nahi the. Lakin ab fauji. Offr bhi jayada padhe like hote hai. Knowledge mahole se bante hai. Aap jawano ko mahol do aage badne ka. Restrictions laga rakhi age and service k karan. Nahi to esa hona chahiye ki jisme capabilities ho wo kabhi bhi exam pas kare to use promotion do. Sab apne aap sahi hone lagega. Sub maj per stop kar diya hai. Jabki civilian LDC mai join krta hai or Senior Administration Officer tak retired hota hai. Yeh pharak kyo. Kyoki bahut se jagah civ and army both eksath service karte hai. Sub maj and JCO Ko wo facilities nahi milte jo civ offr ko milte hai. Jabki usko experience and knowledge bhi kam hai. Ensan ko mahsus hota hai. Lakin kanoon banane wale hi ese hai to kya kare.

The Military pay for Jawaans and JCO should be more then officers where as it reverse officers are getting more. The actual hardship is faced by Jawaans and JCOs for duties like night vigil loading unloading of goods, carrying explosives, using heavy arms and ammunitions. Where as officers are not keeping any night vigil, not involved in any physical loading or unloading. They every arms and ammunition checked by jawaans before use by officers. Arms ammunition carried by jawaans for them. In parade jawaans stand one hour before officers on the parade ground and leaves after them. Any other like this situations so jawaans and JCOs shoud get more MSP then officers. Militaty nurse should not be eligible for any MSP because they are taking care of patients only and not involve in any firing, fighting, parade, loading, unloafong of stores, operations. Means no Military job by nurses so there should not be any MSP to nursese.

*मिल्ट्री सर्विस पे :-* जवानों का कहना है कि छठे पे कमिशन में मिलिट्री सर्विस पे फौज के मुश्किल हालातों और जान के रिस्क को सामने रखते हुए दी गई थी । जवान अफ़सर से ज्यादा मुश्किल हालातों में रहता है और जान का रिस्क भी जवान को ज्यादा होता है लेकिन जवान को मिलिट्री सर्विस पे 5200 और अफसर को 15500 दी जाती है । हैरानी की बात यह है कि सेना में नर्स को मिलिट्री सर्विस पे 10800 रुपए दी जा रही है । जिनका लड़ाई से कोई संबंध नहीं है और उनको जान का रिस्क भी नहीं होता है ।
*आर्मी रूल्स :-*जवानों का कहना है कि देश आज़ाद होने के बाद भी जवानों पर अंग्रेजों के बनाए हुए काले कानून आर्मी रूल्स लागू हैं । जबकि अंग्रेजों के बनाए हुए सिविल कानूनों को बदली करके नया संविधान 26 जनवरी 1950 को लागू कर दिया गया है लेकिन अंग्रेजों के बनाए हुए आर्मी रूल्स को बदलने की बात आज तक किसी सरकार ने नहीं की है । जिसकी वजह से सेना में जवानों के साथ भेदभाव किया जाता है ।
*7वें पे कमिशन में भेदभाव :-* जवानों का कहना है कि जवानों की दिसंबर 2016 की बेसिक पे को 2.57 से मल्टीपलाई करके सातवां पे कमिशन लागू किया गया लेकिन आफिसर्स के लिए 2.81 का फार्मूला अपनाया गया है । पे कमिशन लागू करने का ऐसा फार्मूला दुनिया के किसी देश में नहीं अपनाया जाता है ।
*डिसेबिलिटी पेंशन में भेदभाव :-* जवानों का कहना है कि सेना में जवान और आफिसर्स दोनों देश भक्ती की भावना लेकर भर्ती होते हैं लेकिन सेना में लड़ाई के दौरान या आतंकियों से मुठभेड़ में जख्मी हुए जवान की देश भावना को नजरंदाज करके उसे 12 हजार महीना डिसेबिलिटी पेंशन दी जाती है लेकिन आफिसर्स को 2 लाख 53 हजार रुपए महीना डिसेबिलिटी पेंशन दी जाती है । जबकि शरीर की वेल्यू दोनों की एक बराबर है और दोनों देश के लिए लड़ते हुए जख्मी होते हैं ।
*एक रैंक एक पेंशन :-* जवानों का कहना है कि सेना में जवान को 35 साल की उम्र में जबरदस्ती पेंशन भेज दिया जाता है लेकिन अफ़सर को पेंशन 60 साल की उम्र में भेजा जाता है । एक रैंक एक पेंशन कम उम्र में पेंशन आने वाले जवानों के लिए सिफारिश की गई थी लेकिन एक रैंक एक पेंशन का ज्यादा लाभ 60 साल की उम्र में पेंशन आने वाले अफसरों को ही दिया गया है । जिनका एक रैंक एक पेंशन पर कोई हक नहीं बनता है ।
*विधवा पेंशन :-* जवानों का कहना है कि छठे पे कमिशन से लेकर सातवें पे कमिशन तक जवानों की विधवाओं के साथ भारी बेइंसाफी की गई है । आफिसर की विधवा जिसकी पेंशन जनवरी 2006 में 5880 रुपए थी की अभी 2017 में विधवा पेंशन 58000 है लेकिन जवान की विधवा जिसकी विधवा पेंशन 2006 में 3500 रूपए थी अभी 2017 में विधवा पेंशन सिर्फ 9000 रुपए है ।
*मैडल :-* जवानों का कहना है कि सेना में आफिसर्स की गिनती 3 परसेंट है और जवानों की गिनती 97 परसेंट है लेकिन बहादुरी के मेडल 97 परसेंट अफसरों को दिए जा रहे हैं और सिर्फ 3 परसेंट मैडल जवानों को दिए जा रहे हैं । हैरानी की बात यह है कि कई अफसर घर में बैठे हुए होते हैं लेकिन मैडल उनको लड़ाई की बहादुरी के लिए दे दिए जाते हैं ।
*सेना बीमा पॉलिसी :-* जवानों का कहना है कि सेना में हर जवान का बीमा किया जाता है और जवानों की हर महीने बीमा राशि सैलरी से काटी जाती है लेकिन अगर कोई जवान लड़ाई या आतंकियों के साथ मुठभेड़ में जख्मी हो जाता है और अपनी नौकरी पूरी करके पेंशन आया है तो उसे बीमा राशि नहीं दी जाती है । जो कि जवानों के साथ बेइंसाफी की जा रही है ।
*सिक्योरिटी एजेंसियों में लूट :-* जवानों का कहना है कि सिकयोरटी एजेंसियों के लाइसेंस केंद्र सरकार की तरफ से सिर्फ आफिसर्स को ही दिए जाते हैं । आफिसर्स की सिक्योरिटी एजेंसियों में अगर एक गार्ड का 8 घंटे ड्यूटी के लिए 22 हजार से 28 हजार रुपए बैंक के साथ ठेका होता है तो गार्ड की ड्यूटी कर रहे जवान को सिर्फ 12 से 16 हजार रुपए ही दिए जाते हैं लेकिन ड्यूटी 8 घंटे की जगह 12 घंटे ली जाती है । जो कि जवानों की मानव तस्करी के बराबर है ।
*गुलाम प्रथा :-* जवानों का कहना है कि जब देश गुलाम था तो अंग्रेज अफसर जवानों को नीचा दिखाने के लिए अपने घरों में दास बनाकर अपने घर के सारे घरेलू काम करवाते थे लेकिन जब देश आजाद हो गया तो पाकिस्तान ने तो यह दास प्रथा बंद कर दी लेकिन भारतीय सेना के आफिसर्स ने बटमैन के नाम से यह प्रथा जारी रखी और आज स्थिति यह है कि एक आफिसर ने घर में तीन तीन चार चार जवानों को गुलाम बनाकर रखा हुआ है ।

जिन शिपाई का किशी कारण वश प्रमोशन नहीं हूवा और वह 17 -20 सालं तक एकही रैक से रिटायरमेंट हूवा हैं ऐसे शिपाही को पेन्शन मे बढोतरी होनी चाहीये. नेवी मे जो फौरमुला है जैसे 5 – 10. – 15 अपने आप शिपाही प्रमोशन पाते है तो Army मे क्यो नही. OROP मे भी सिपाही रॅक की कोई खास पेन्शन बढोतरी नही है. जो की वह एक ही रॅक से रिटायरमेंट हूवा हैं .

वेतन आयोग के Officer को इतना भी नही मालुम की MNS के नरस भी 8 धन्टे डिवटी करने के बाद उनकी डिवटी शेस हो जाती उनका MSP 10500 Rs कर दीया भारत के बेकुफ Officer को वेतन आयोग मे भेजा जायेगा तो तो वेतन इस तरह का होगा इस लीए सरकार से अनुरोध है की जो जवान अपने धर परीवार को छोर कर 24 धन्टे अपने देश की सरहद और नागरीक सुरक्षा के लीए 24 धन्टे अपनी जान नीछावर करने को तैयार रहता है MSP वेतन मे भेद भाव नही होना चाहीए और7th वेतन आयोग को सन्सोदन करते हुए जवान , जेसीओ, और अधीकारी को 10500 या 15600Rs देने की कृप्या करे

After retirement at any stage, the officers and other ranks should be treated equally for any ex service man advantage/ facility provided by any government ( center or state ) there should not be any advantage given to officers and there should not be any preference. All should stand in one line. For ladies the line can be separate irrespective of rank.

All allowances should be equal not only MSP. Officers are recruited by different recruitment process than Jawans. They should get higher pay scale but in terms of ration scale, Medical facilities, MSP etc it should be equal. How it can be justified that officers need better ration scale than Jawan. Whether officers are doing more physical work than Jawans? Why separate days are earmarked for officers in Military Hospital as Officers OPD. Whether officers and families are having different anatomical and physiological structure in their bodies. Ex PBORs are admitted in General Ward, JCOs are in Semi Private and officers are in Private Room. Why? Only gallantry award left without bias. Otherwise, one day they will differentiate Officer Param Veer Chakra and Jawan Param Veer Chakra…….

There is already a great difference in pay scale of officers and PBOR but this issues is not a matter to oppose because of their responsibilities or command and controller but allowances should b e admissible equal to both as all are doing their duties according to their status involving their physical presence

Since, it’s about MSP in army, no one is serving without pain… everybody have been embodied Tu perform particular duties. First of all, there shouldn’t be any comparison between officers and jcos/ or. It brings an embarrassment to the firm while proving each other wrong at this platform (social networks). Yes, decision over equal MSP was requisite, but unfortunately there was an imbalancing consensus recd from the 7th CPC committee. Being a jawan in army, I request that msp atleast shud be equivalent Tu nursing offrs if not equating offrs on various grounds which will not only improve the financial status of the soldiers but enhance their moral bringing better name to the defence & country.
